Citizens, the gravest threats in the history of Sanctuary are oppossing us. Our city is poorly defended today with less than half the number of warriors and soldiers it had three months ago. Lower Sanctuary is still a place of chaos, fear, and terror.

Time and time again the people have proven they do not have trust for the Watch, or for corrupt politicians who put their own agenda ahead of the safety of the city.

As we all know, a mad man took advantage of this chaos to slaughter children. This mad man for whatever reason took offense to your honorable Councilor Akevitt. He took children, he violently murdered them one by one and left their tiny mutilated corpses within the duergar mines where Akevitt's people dwell.

The weak, lazy, and corrupt members of the Watch allowed this to continue for far too long. A Watch private finally alerted the Council to the situation when she asked that we pass a curfew to keep the children safe.

Disgusted at the situation I made a number of strong recommendations for the Watch to follow to capture this killer. The Watch failed to handle my recommendations. In fear for the lives of our children, I set Lord Gregor's Knights of Toboerski to investigate this terror the Watch failed to handle.

Within one day! One day! These Knights, specifically Sir Melrick and Aspirant Nasol Xak'Null located the killer, a man named Whitecloak. They discovered he had a lair of theives and killers, a guild of murderers after far more than even our precious children. They also discovered that Whitecloak feared the Toboerski far more than the Watch and plotted their own deaths.

They did what any courageous and brave men would do, they rushed to confront and contain this Guild of Killers to bring them to justice. Evil men such as these though will not go down willingly to a jail cell, they resisted and two brave Knights destroyed the Murdering Guild.

Ultimately, Whitecloak himself was hunted down and forced the Knights to slay him in self defense in his bid to escape the jails and an ultimate stoning. To the courage of these Toboerski Knights, your children can sleep more soundly tonight tucked away in their beds.

The only thing left to fear is the Watch. After they destroyed this vile nest of evil, a private in the Watch, against the suggestions of many of her superiors who truly uphold justice; supported only by a political opponent of the Toboerski put these triumphant warriors on trial for--murder.

During the trial, her entire case was summed up in one sentence "his reaction should be like others, to either ignore it, or report it to the watch".

That is correct my fellow citizens. If a man plots to take your life, to slaughter your children, the Watch asks that you politely "ignore it" because no citizen has the right to defend themselves when the Watch fails us.

I count myself blessed though, to know that some in the Watch like Ian Lockwood terrify criminals in the streets. They shudder to know when he is on the case because they know their ultimate fate. Yet too many weak kneed politically involved cowards try to enforce our laws like Private Jastran Moonfall, who prefers that you try to ignore a murder attempt against children unless she happens to be capable of handling it; which she's proven she can't.

In the end, know you can rely on Councilor Toboerski, Lord Gregor Toboerski, and the Toboerskin Knights to protect the citizens of Lower Sanctuary where this Mutilator Guild was preying on us all.
