Everytime I turn into the fire beetle wildshape and try to use its unique power, fire ball it says that I do not have the proper spell preparations for it. This happens no matter if it is my first shift or my last and it never allows me to do it. The spider still works fine but I have not tested the other forms such as the slicer beetle.

Yea, I tried the slicer beetle and the same problem arises with its acid spray.

Just to check: So the spider's web-shooting ability works, but the fire-shooting ability on the Fire Beetle doesn't?

Exactly, spiders web-shooting is perfect. Fire-shooting and acid -spray for the respective beetles come up with the same no spell preparation sign in the right info box and does not allow the use of it.

No its you try to use it and it is almost as if you were suppose to prepare a spell for it. It isnt anything like you have used it too much and cant be done for awhile message. Its exact message is something like " You do not have the proper spell preparation for this....." I would have to log on and check the exact wording but Im pretty sure nothing of the "you only spit a puff a smoke out" type of message.
