Councilor,

Congratulations on your victory. Once again, your popularity amoung the people has been proven. Councilor, as the campaining winds down and the policy making must again begin, I would hope that you would keep my suggestion in mind in regards to lower. A sheriff must be set in place before anything will become stable down there and it becomes more and more clear that this man should be, if not yourself, a man of your choice. The people trust you, with good reason, and a man of your standard is exactly what lower needs now.

Who knows, by the next election, you may win by an even larger margain as a savior of lower in addition to your strong support in upper.
