Before you have delivered a most detailed report regarding an event happening with my own person.
I would appriciate a complete and accurate account of what unfolded within the Temple of Hoar relating to this instance you have reported. I have difficulty believing the one you have mentioned could be capable of such a feat, so I therefore wish a better explaination to support your claim.

Regarding: Possibly Illegal Activity, Spellguard Imposter; Temple of Hoar
I was contacted by an unknown adventuring party seeking to investigate the disappearance of (several, many, numerous, more than one) priest{(s)(ess)(esses)} in the (Temple of Hoar, Temple of Doombringer, Temple of the Lord of Three Thunders).
During the conflict, we were beset upon by ghouls. A flesh eating version of undead creatures, these ghouls wore crowns upon their heads and were surrounded by ....*text devolves into a fifteen page treatise on types of ghouls with theories about what kind these could have been; ultimately concluding on rather shaky ground that they were indeed "Lord of the Dance Ghouls" as evidenced by their ability to walk*...during the conflict a human male with a very poorly shaved face, white hair, and nary a cap upon his head at all in poor dirty ill-patched robes claiming to be Michael De le Rey; the same previous deceased in an ogre cavern and bearing full resemblance to the corpse I delivered to the Hold along with said possessions in possession of said possession; thereby indubitably the same Michael De le Rey who is known to be the only individual currently claiming to be Michael De le Rey....*large ink blot*

summoned forth an undead creature commonly called an allip, named of course for the sound that cats make when they sneeze; it being commonly known that cats are allergic to allips of course.
This was unbeknownst to me of course, but well beknownst to De le Rey and our party of adventurers. I merely finished the last of the ghouls with the mighty swinging action of my dueling rapier, procured I may add at great personal risk *Shamus again gets side tracked on how he obtained his rapier; which apparently amounted to wrestling a diretape worm that was infesting Gobbler*--upon which time I noticed the previously mentioned allip.
I destroyed it with a well placed use of the spell "ImmediatelyCauseToBurstIntoFlameAndScreamBloodyMurderUntilTurnedToCharcoal" and destroyed the allip with it. Whereupon Michael De le Rey stated in full view of all witnesses that he had "bond"ed the creature to his will. When I mentioned that undead are illegal to summon in the city, he claimed instead that a technicality that "animation" and not "summons" was the forbidden art.
*A large dialogue follows comparing theories on animating undead against summoning them, with a final conclusion that while theoretically different, summoning undead was a graver moral and ethical wrong than animation; contrary to many of Shamus' detours in writing, this is clearly thought out and logical*
Upon further confrontation De le Rey claimed "I am the Spellguard", and make vague references to the fact that while not currently in the Order, it entirely sympathized with his actions and supported him fully, and that it was only due to some entirely vague situation that he was temporarily not in uniform or fully fledged as a member.
I hope this clears up many questions that you may have had. I also add as a matter of record that during an earlier combat against zombies; Michael De le Rey obtained a large number of necromantic items including especially a belt specifically designed to summon the undead.
